Human Resources/Risk Management

The Human Resources / Risk Management Division provides comprehensive personnel services that support the City’s workforce and organizational effectiveness while administering programs that protect the City’s financial and operational stability. The Division ensures compliance with applicable federal and state employment laws, regulations, and City policies, while promoting a safe, equitable, and productive work environment.

Core functions include recruitment, employee relations, classification and compensation, benefits administration, training and professional development, compliance support, and risk management programs that reduce organizational exposure and support operational continuity.


Key Functions

Recruitment & Employment Services

Manages recruitment and selection processes for City positions, including job postings, application review, interviews, and onboarding. Ensures fair, consistent, and compliant hiring practices.

Employee Relations & Labor Support

Provides guidance on personnel matters, supports employee relations, and assists departments with policy interpretation and performance management to promote a productive and compliant workplace.

Benefits Administration

Administers employee benefit programs, including health, dental, vision, retirement, and other eligible benefits. Coordinates enrollment, eligibility, and ongoing employee support.

Classification & Compensation

Maintains the City’s classification and compensation structure to ensure internal equity, consistency, and external competitiveness. Supports classification reviews and salary administration.

Training & Organizational Development

Coordinates training and professional development programs that support employee growth, organizational effectiveness, and compliance with required training standards.

Risk Management & Workplace Safety

Administers programs that protect the City’s financial and operational stability by identifying, evaluating, and mitigating risk. Manages workers’ compensation claims, liability and property claims, insurance programs, and safety initiatives.

     

Tort Claims (Claims for Money or Damages)

If you are seeking compensation from the City for personal injury, property damage, or other losses, you must file a formal claim in accordance with the California Tort Claims Act.  Claims must generally be submitted within six (6) months of the date of the incident for personal injury or property damage, and within one (1) year for other types of claims.
